Grand Lodge, Masons, special license plates--emblemauthorization--application procedure, fees.

301.458. 1. Any member of a lodge under the jurisdiction of the GrandLodge Ancient, Free and Accepted Masons, which shall include the Prince HallMasons, of the state of Missouri may receive special license plates asprescribed in this section after an annual payment of an emblem useauthorization fee to the Grand Lodge Ancient, Free and Accepted Masons of thestate of Missouri. The grand lodge described in this section herebyauthorizes the use of its official emblem to be affixed on multiyearpersonalized license plates as provided in this section. Any contribution tosuch grand lodge derived from this section, except reasonable administrativecosts, shall be used solely for one or more of the grand lodge's charitableprograms. Any member of a lodge under the jurisdiction of the grand lodge mayannually apply to the grand lodge for the use of the emblem.

2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the grand lodge, the grand lodge shall issue to thevehicle owner, without further charge, an emblem-use authorization statement,which shall be presented by the member to the department of revenue at thetime of registration of a motor vehicle. Upon presentation of the annualstatement and payment of the fee required for personalized license plates insection 301.144, and other fees and documents which may be required by law,the department of revenue shall issue a personalized license plate, whichshall bear the emblem of the grand lodge, to the vehicle owner.

3. The license plate authorized by this section shall be in a formprescribed by the advisory committee established in section 301.129, exceptthat such license plates shall be made with fully reflective material with acommon color scheme and design, shall be clearly visible at night, and shallbe aesthetically attractive, as prescribed by section 301.130. The biddingprocess used to select a vendor for the material to manufacture the licenseplates authorized by this section shall consider the aesthetic appearance ofthe plate.

4. A vehicle owner, who was previously issued a plate with the grandlodge emblem authorized by this section but who does not provide an emblem-useauthorization statement at a subsequent time of registration, shall be issueda new plate which does not bear the grand lodge emblem, as otherwise providedby law. The director of revenue shall make necessary rules and regulationsfor the enforcement of this section, and shall design all necessary formsrequired by this section.
