Political subdivision funding air facilities with federal grants mayrequest department to act as agent--laws and rules governing.

305.238. 1. The department of transportation is authorizedto act as agent of any political subdivision of thestate upon the request of such political subdivision in acceptingand receiving federal grant moneys for airports or other airnavigation purposes, and in contracting for the acquisition,construction, development, improvement, operation and maintenanceof airports or other air navigation facilities in this state,financed either in whole or in part by federal moneys.

2. The governing body of any political subdivision isauthorized to designate the department as its agent for suchpurposes and to enter into an agreement with it prescribing theterms and conditions of such agency in accordance with federallaws, rules and regulations and with sections 305.170 to 305.270.

3. Moneys paid over by the United States government shall beretained by the state or paid over to such political subdivisionsunder such terms and conditions as may be imposed by the UnitedStates government in making such grants.
