Additional powers of authority.

305.312. 1. The authority may also:

(1) Enter into contracts regarding any matter connected withany purpose within the objects and purposes of sections 305.300to 305.333;

(2) Employ agents and employees necessary to carry out theduties and purposes of the authority;

(3) Adopt all necessary bylaws, rules and regulations forthe conduct of the business and affairs of the authority, and forthe management and use of facilities and sites acquired under thepowers granted by sections 305.300 to 305.333;

(4) Have and use a common seal and alter the same atpleasure;

(5) Secure grants or loans, or both, from the United Statesgovernment, or any agency thereof, for financing theestablishment and construction of any airport, related facility,or any part of any of the foregoing authorized by sections305.300 to 305.333. For such purposes the authority may issueand sell or pledge to the United States government, or any agencythereof, all or any part of the revenue bonds authorized undersections 305.315, 305.317 and 305.320, and may execute contractsand documents and do all things that may be required by theUnited States government, or any agency thereof, provided thatsuch contract and documents do not conflict with the provisionsof any resolution authorizing and securing the payment ofoutstanding bonds of the authority theretofore issued that arepayable from the revenues derived from the operation of anyauthority airport, and related facility.

2. Nothing in this section or in any other provision ofsections 305.300 to 305.333 shall be construed to authorize theauthority to establish or enforce any regulation or rule inrespect to the operations or maintenance of its airports andrelated facilities within its jurisdiction which is in conflictwith any federal or state law or regulation applicable to thesame subject matter.
