307.196. No person shall operate a motorized bicycle on anystreet or highway in this state unless it is equipped inaccordance with the minimum requirements for construction andequipment of MOPEDS, Regulation VESC-17, approved July, 1977, aspromulgated by the Vehicle Equipment Safety Commission, thisstate being a party thereto as provided in section 307.250, andthe regulation is hereby approved as provided in section 307.260,and the regulation shall be published in the code of stateregulations.
