Legislative findings.

307.255. The general assembly finds that:

(1) The public safety necessitates the continuousdevelopment, modernization and implementation of standards andrequirements of law relating to vehicle equipment, in accordancewith expert knowledge and opinion;

(2) The public safety further requires that such standardsand requirements be uniform from jurisdiction to jurisdiction,except to the extent that specific and compelling evidencesupports variation;

(3) The director of revenue, acting upon recommendation ofthe vehicle equipment safety commission and pursuant to thevehicle equipment safety compact provides a just, equitable andorderly means of promoting the public safety in the manner andwithin the scope contemplated by sections 307.250 to 307.295.
