Department may conduct grain inspection business outside state, when.

411.145. The Missouri department of agriculture is herebyauthorized to conduct official grain inspection business outsidethe boundaries of the state of Missouri; provided that, suchbusiness:

(1) Is conducted in a manner that is consistent with theprovisions of this chapter concerning the providing of officialgrain inspection and weighing services;

(2) Is in compliance with the rules and regulationspromulgated by the Federal Grain Inspection Service in regard toproviding official inspection and weighing services; and

(3) Any expenditures involved are in compliance with thestate of Missouri's budget process and the office ofadministration's rules, regulations and guidelines.
