13-3103. State assistance.Any political subdivisionor its governing body that has (1) acquired, constructed, improved, or equipped,(2) approved a general obligation bond issue to acquire, construct, improve,or equip, or (3) adopted a resolution authorizing the political subdivisionto pursue a general obligation bond issue to acquire, construct, improve,or equip an eligible sports arena facility may apply to the board for stateassistance. The state assistance shall only be used to pay back amounts expendedor borrowed through one or more issues of bonds to be expended by the politicalsubdivision to acquire, construct, improve, and equip the eligible sportsarena facility.
