Instructional telecommunications; director; qualifications; appointment.The Commissioner of Education shall appoint a director of instructional telecommunications subject to confirmation by a majority vote of the members of the State Board of Education. The appointment shall be made on the basis of recognized and demonstrated interest in and knowledge of instructional telecommunications.
