Eminent domain proceedings shall not be taken under this subdivision unless authorized by a vote of a majority of all voters present and voting at an annual or special meeting of the town or village water district or by a 2/3 vote of all elected members of the town council. A city desiring to initiate eminent domain proceedings under this subdivision shall act through its mayor, whose action shall be authorized by a resolution of the city councils, passed by at least 2/3 of all the members elected to each branch of the councils. All other action under this subdivision by a city shall be by the mayor when authorized by a resolution of the city councils, passed by a majority of the members elected to each branch of the councils.
