   The adjutant general is authorized to accept gifts, grants, or donations, from any public or private source, for the purpose of restoring the New Hampshire civil war cannons. All such monetary grants, gifts, and donations shall be deposited in a special fund, which shall be established in the office of the state treasurer and known as the New Hampshire civil war cannon restoration fund. The fund shall be nonlapsing and shall be kept separate and distinct from all other funds. The fund shall be continually appropriated to the adjutant general and used solely for the restoration of state civil war cannons. The fund shall be organized exclusively for charitable and educational purposes, within the meaning of those terms as used in section 501(c)(3) of the Internal Revenue Code of 1986, as amended, and no part of the net earnings shall inure to the benefit of any individual.
