The commission is to conduct studies of postsecondary education in the state and to prepare and keep current plans designed to avoid duplication and make effective use of the state's resources in providing adequate opportunities for such education for the residents of the state. Said commission may establish subcommittees and utilize existing agencies in the formulating of such plans. Said commission may apply for directly, and receive directly federal grants and allocations. The commission may also make recommendations regarding the application in the overall program if other postsecondary education agencies, hereinafter, are established.
