All security officers of the campus security force shall have the power to detain any person who they have reasonable grounds to believe has committed any offense under the laws of the state, on the premises of the New Hampshire regional community-technical institute as long as necessary to surrender the person to a peace officer, provided such detention is accomplished in a reasonable manner.
