Any area certified by the governing body of a city or town to be in need of redevelopment or rehabilitation as a result of a flood, fire, hurricane, earthquake, storm, or other catastrophe respecting which the governor of the state has certified the need for disaster assistance under Public Law 875, Eighty-first Congress, or other federal law, shall be a blighted area within the meaning of this chapter but clauses (1) and (3) of RSA 205:4 shall not be applicable to a redevelopment plan for a redevelopment project carried out in such a disaster area.
