If, after his appointment, any commissioner shall voluntarily become interested pecuniarily in any such public utility, or affiliate, he shall be removed by the governor and council, and if he shall become so interested otherwise than voluntarily, and shall not within a reasonable time thereafter divest himself of such interest, he shall be so removed.
