No certificate or permit issued to a motor carrier under the provisions of this chapter shall remain in effect unless there is filed with the department a certificate of insurance indicating that there is in force a cargo insurance policy or indemnity bond, in such form and in such reasonable amount for the protection of the owner or owners of the property transported, for the payment of damages resulting from the negligent operation, maintenance, or use of motor vehicles under such certificate or permit. A motor carrier engaged in the transportation of washed sand, screened loam and crushed stone shall not be required to obtain a cargo insurance policy or indemnity bond to acquire a certificate or permit under the provisions of this chapter.
