The superior court shall have jurisdiction in equity to restrain the violation of any provision of this chapter, any rule adopted by the commissioner relative to RSA 375-B, any order issued by the commissioner, or any provision of any certificate or permit. For purposes of temporary injunctive relief, the existence of any violation shall be deemed to constitute irreparable harm to the public. Injunctive relief may be initiated upon petition of the department, any governing body of a city or town or 10 residents of any city or town.
