A person may not engage inbusiness in this State as any of the following unless the person has a licenseissued by the Secretary authorizing the person to engage in that business:
(1) A provider of alternativefuel.
(2) (Effective untilJanuary 1, 2009) A bulk‑end user.
(2) (Effective untilJanuary 1, 2009) A bulk end‑user.
