For the purpose of carrying out this Article the Commissioner or hisagent is authorized to enter upon any public or private premises during regularbusiness hours in order to have access to seeds subject to his Article and therules and regulations thereunder. It shall be the duty of the dealer or vendorto arrange seed lots so as to be accessible for inspection, and to provide suchinformation and records as may be deemed necessary.
