The Commissioner of Agriculture, by and with the consent of the StateBoard of Agriculture, shall have full power to promulgate and enforce suchrules and regulations that may be necessary to carry out the provisions of thisArticle. This power shall include, but not be confined to, the authority todesignate a time after which livestock shall not be allowed to enter a salesbarn on the day of a sale.
