Every such person mentioned in G.S. 106‑516 shall apply inadvance for a license to the board of county commissioners of the county inwhich he proposes to peddle, sell, or operate, and the board of countycommissioners may in their discretion issue license upon the payment of the taxto the sheriff, which shall expire at the end of 12 months from its date.
