Nothing in this Article shall be construed to restrict or avoid salesor exchanges of commercial fertilizers to each other by importers ormanufacturers who mix fertilizer materials for sale or as preventing the freeand unrestricted shipments of commercial fertilizers to manufacturers who haveregistered their brands as required by the provisions of this Article.
