(a) Any acknowledgmenttaken and any instrument notarized for a local government agency by a personprior to qualification as a notary public but after commissioning orrecommissioning as a notary public, by a person whose notary commission hasexpired, or by a person who failed to qualify within 45 days of commissioningas required by G.S. 10B‑10, is hereby validated. The acknowledgment andinstrument shall have the same legal effect as if the person qualified as anotary public at the time the person performed the act. This section shallapply to notarial acts performed for a local government agency on or afterOctober 31, 2006, and before June 30, 2007.
(b) Any electronicdocument filed in the Mecklenburg County Register of Deeds office that purportsto be notarized in the Commonwealth of Virginia and that contains the typedname of a Virginia notary together with the notary's expiration date shall begiven the same legal effect as if the person performed a lawful notarization inVirginia.
