Article 2.

Aid to the Blind.

§ 111‑13.  Administration of assistance;objective standards for personnel; rules and regulations.

The Department of Health and Human Services shall be charged with thesupervision of the administration of assistance to the needy blind under thisArticle, and said Department shall establish objective standards for personnelto be qualified for employment in the administration of this Article, and saidCommission for the Blind shall make all rules and regulations as may be necessaryfor carrying out the provisions of this Article, which rules and regulationsshall be binding on the boards of county commissioners and all agencies chargedwith the duties of administering this Article.
