The Department is authorized to cooperate with the North CarolinaUtilities Commission in investigating the waterpowers in the State, and tofurnish the Utilities Commission such information as is possible regarding thelocation of the waterpower sites, developed waterpowers, and such otherinformation as may be desired in regard to waterpower in the State; theDepartment shall also cooperate as far as possible with the Department ofLabor, the State Department of Agriculture and Consumer Services, and otherdepartments and institutions of the State in collecting information in regardto the resources of the State and in preparing the same for publication in suchmanner as may best advance the welfare and improvement of the State.
