The Department shall have full power and authority to sell, exchange orlease lands under its jurisdiction when in its judgment it is advantageous tothe State to do so in the highest orderly development and management of Stateforests and State parks: Provided, however, said sale, lease or exchange shallnot be contrary to the terms of any contract which it has entered into.
