Such proclamation shall become effective 24 hours after certified timeof issue, and shall be published in such newspapers and posted in such placesand in such manner as the Governor may direct. It shall be annulled in thesame manner by another proclamation by the Governor when he is satisfied, uponjoint recommendation of the Secretary and the Executive Director of the NorthCarolina Wildlife Resources Commission, that the period of the emergency haspassed.
