§ 115C‑105.21. Local participation in the Program.

(a)        Local school administrative units shall participate in theSchool‑Based Management and Accountability Program.

(b)        The School‑Based Management and Accountability Programshall provide increased local control of schools with the goal of improvingstudent performance.  Local boards of education:

(1)        Are allowed increased flexibility in the expenditure ofState funds, in accordance with G.S. 115C‑105.25; and

(2)        May be granted waivers of certain State laws, regulations,and policies that inhibit their ability to reach local accountability goals, inaccordance with G.S. 115C‑105.26.

(c)        The School‑Based Management and Accountability Programshall be based upon an accountability, recognition, assistance, andintervention process in order to hold each school and the school's personnelaccountable for improved student performance in the school.
