When any number of persons residing in the community not served, orinadequately served, with electrical energy desire to secure electrical energyfor their community and desire to form corporations to be known as electricmembership corporations for said purpose, they shall file application with theNorth Carolina Rural Electrification Authority for permission to form suchcorporation.
