The Commission may not make apositive recommendation unless it finds that the proposed municipality canprovide at a reasonable tax rate the services requested by the petition, andfinds that the proposed municipality can provide at a reasonable tax rate thetypes of services usually provided by similar municipalities. In makingfindings under this section, the Commission shall take into account municipalservices already being provided. (1985 (Reg. Sess., 1986), c.1003, s. 1.)
