The Commission cochairs mayestablish subcommittees for the purpose of making special studies pursuant toits duties, and may appoint non‑Commission members to serve on eachsubcommittee as resource persons. Resource persons shall be voting members ofthe subcommittee and shall receive subsistence and travel expenses inaccordance with G.S. 138‑5 and G.S. 138‑6. (1993(Reg.
