Any person who shall fail toreturn any book, periodical, or other material withdrawn by him from theLibrary shall be guilty of a Class 3 misdemeanor if he shall fail to return theborrowed material within 30 days after receiving a notice from the StateLibrarian that the material is overdue. The provisions of this section shallnot be in effect unless a copy of this section is attached to the overduenotice by the State Librarian. (1955, c. 505, s. 3; 1993, c.539, s. 929; 1994, Ex.
