The unexpended portion of anyappropriation from the general fund of the State for the purposes set out inthis Article, remaining at the end of any biennium, shall not revert to thegeneral fund of the State, but shall constitute part of a permanent fund to beexpended from time to time in the manner and for the purposes set out in thisArticle.
