If for any reason the federal‑stateagreement provided in Article 2 of Chapter 135 of the General Statutes, Volume17, as amended, is not entered upon, or the referendum authorized therein withrespect to positions covered by the Teachers' and State Employees' RetirementSystem of North Carolina is not held, or the conditions specified in section218 (d)(3) of this Social Security Act with respect to such referendum if heldare not met, this act shall be null and void.
