The Department ofTransportation shall not cause any seed to be planted on or along any highwayor road right‑of‑way unless and until such seed has been approvedby the Department of Agriculture and Consumer Services as provided for in therules and regulations of the Department of Agriculture and Consumer Servicesfor such seed.
