(a) Analysis Required. The Department of Transportation shall conduct an analysis of any proposedenvironmental policy or guideline adopted by the Department that affectsDepartment of Transportation projects to determine if the policy or guidelinewill result in an increased cost to Department of Transportation projects.
(b) Report of Analysis;Approval of Policy or Guideline Required. The analysis of a proposed policyor guideline required by subsection (a) of this section shall be reported tothe Board of Transportation at least 30 days prior to the proposed effectivedate of the policy or guideline, and shall not go into effect until approved bythe Board of Transportation.
