Subject to the rules andregulations promulgated by the Office of State Budget and Management andapproved by the Director of the Budget, any department, institution or agencyof the State is hereby authorized to pay, from funds available to it,reasonable expenses for transporting the household goods of an employee andmembers of his household when the transfer of the employee is considered by theDirector of the Budget to be in the best interests of the State.
