The State Treasurer isauthorized, by and with the consent of the Council of State as provided in thisArticle, to issue and sell at one time or from time to time bonds of the Stateto be designated "State of North Carolina Limited Obligation Bonds,Series____ " or notes of the State as provided in this Article, for thepurpose of providing funds, with any other available funds, for the usesauthorized in this Article.
