All State departments and State institutions shall make reports to theGovernor from time to time as may be required by him, and the Governor isempowered to have all departments of the State government and Stateinstitutions examined and audited from time to time, and shall employ suchexperts to make audits and examinations and to analyze the reports of suchinstitutions and departments as he may deem to be necessary.
