The purpose of this Article is to require all persons who are subjectto the provisions of G.S. 143‑215.1, 143‑215.108, or 143‑215.109to file reports with the Commission covering the discharge of waste and aircontaminants to the waters and outdoor atmosphere of the State and to establishand maintain approved systems for monitoring the quantity and quality of suchdischarges and their effects upon the water and air resources of the State.
