Nothing contained in the Southern Growth Policies Agreement as enactedby this Article shall in any event be construed to terminate the participationof this State with any state which adopted the Southern Growth PoliciesAgreement prior to the effective date of this Article, except that theprovisions of Article XII(c) shall govern with respect to the continuance ofstates as parties thereto after December 31, 1973.
