The Secretary of the Department of Health and Human Services maydevelop and implement, in conjunction with any local sponsors that may agree toparticipate, regional emergency medical services systems in order to demonstratethe desirability of comprehensive regional emergency medical services systemsand to determine the optimum characteristics of such plans.
