State capital improvementprojects under the jurisdiction of the State Building Commission, capitalimprovement projects of The University of North Carolina, and community collegecapital improvement projects, where the estimated expenditure of public moneyis less than five hundred thousand dollars ($500,000), are exempt from theprovisions of this Article.
