The Department is authorized to make such agreements with the governingauthority of any municipality, or of any county, as may be mutually agreedupon, to promote convenience and economy for joint water supply, lighted areas,use of sewage facilities, or any other utilities or facilities that may benecessary and as may be agreed upon.
