(a) The Department shall, upon recommendations by the Council,promulgate rules and regulations concerning the eligibility of persons for theservices of the center and governing the granting of any stipends to beprovided.
(b) The Council shall require the director and staff of thecenter to evaluate the effectiveness of the job training, placement, andservice components of the center. The evaluation shall include the number ofpersons trained, the number of persons placed in employment, follow‑updata on such persons, the number of persons served by the various serviceprograms, and the cost effectiveness of each component of the center.
