§ 143B‑437.45.  (Thispart has a delayed repeal date. See notes.) Definitions.

The following definitionsapply in this Part:

(1)        Authority. – The e‑NCAuthority.

(2)        Commission. – Thegoverning body of the Authority.

(3)        Distressed urbanareas. – Areas where at least one of the following requirements is met: (i)more than ten percent (10%) of children enrolled in public schools meet therequirements for the Food Stamp Program of the United States Department ofAgriculture, (ii) ten percent (10%) of the citizens meet the TANF guidelines ofthe United States Department of Health and Human Services, or (iii) twenty‑fivepercent (25%) of the children in the public school district meet therequirements for a federal government‑sponsored free lunch.

(4)        High‑speedbroadband Internet access. – Internet access with transmission speeds that areconsistent with requirements for high‑speed broadband Internet access asdefined by the Federal Communications Commission from time to time.

(5)        Regionalpartnership. – Any of the following:

a.         The Western NorthCarolina Regional Economic Development Commission created in G.S. 158‑8.1.

b.         The North Carolina'sNortheast Commission created in G.S. 158‑8.2.

c.         The SoutheasternNorth Carolina Regional Economic Development Commission created in G.S. 158‑8.3.

d.         The North Carolina'sEastern Region Development Commission created in G.S. 158‑35.

e.         The CharlotteRegional Partnership, Inc.

f.          The ResearchTriangle Regional Partnership.

g.         The Piedmont TriadPartnership.

(6)        Rural county. – Acounty with a density of fewer than 250 people per square mile based on the2000 United States decennial census.  (2000‑148, s. 1; 2003‑425, s. 1; 2005‑364,s. 2; 2007‑93, s. 2; 2008‑134, s. 73(e).)
