The Authority may exchange any property or properties acquired underthe authority of this Chapter for other property, or properties usable incarrying out the powers hereby conferred, and also may remove from lands neededfor its purposes and reconstruct on other locations, buildings, terminals, orother structures, upon the payment of just compensation, if in its judgment, itis necessary or expedient so to do in order to carry out any of its plans forport development, under the authorization of this Article.
