The Director of the Budget, byand with the consent of the Governor and Council of State, may authorize anddirect the State Treasurer to borrow in the name of the State, in anticipationof the collection of taxes, such sum as may be necessary to make the paymentson the appropriations as even as possible and to preserve the best interest ofthe State in the conduct of the various State agencies during each fiscal year.(2006‑203,s. 3.)
