The Office of State Budget andManagement shall develop a weighted list of factors that may be used toevaluate the need for capital improvement projects. The list shall include allof the following:
(1) Preservation,adequacy and use of existing facilities.
(2) Health and safetyconsiderations.
(3) Operationalefficiencies.
