(a) The North CarolinaState Council for Interstate Adult Offender Supervision shall be established,consisting of 14 members. North Carolina's Commissioner to the InterstateCompact Commission is a member of the State Council and serves as chair of theState Council. The remaining members of the State Council shall consist of thefollowing:
(1) One memberrepresenting the executive branch, to be appointed by the Governor;
(2) One member from avictim's assistance group, to be appointed by the Governor;
(3) One at‑largemember, to be appointed by the Governor;
(4) One member of theSenate, to be appointed by the President Pro Tempore of the Senate;
(5) One member of theHouse of Representatives, to be appointed by the Speaker of the House ofRepresentatives;
(6) A superior courtjudge, to be appointed by the Chief Justice of the Supreme Court;
(6a) A district courtjudge, to be appointed by the Chief Justice of the Supreme Court;
(7) Four membersrepresenting the Division of Community Corrections, to be appointed by theDirector of the Division of Community Corrections;
(8) A district attorney,to be appointed by the Governor; and
(9) A sheriff, to beappointed by the Governor.
(a1) The Governor, inconsultation with the legislature and judiciary, shall appoint the CompactAdministrator. The Compact Administrator shall be appointed by the StateCouncil as North Carolina's Commissioner to the Interstate Compact Commission.
(b) The State Councilshall meet at least twice a year and may also hold special meetings at the callof the chairperson. All terms are for three years.
(c) The State Councilmay advise the Compact Administrator on participation in the InterstateCommission activities and administration of the compact.
(d) The members of theState Council shall serve without compensation but shall be reimbursed fornecessary travel and subsistence expenses in accordance with the policies ofthe Office of State Budget and Management.
(e) The State Councilshall act in an advisory capacity to the Secretary of Correction concerningthis State's participation in Interstate Commission activities and other dutiesas may be determined by each member state, including recommendations for policyconcerning the operations and procedures of the compact within this State.
(f) The Governor shallby executive order provide for any other matters necessary for implementationof the compact at the time that it becomes effective, and, except as otherwiseprovided for in this section, the State Council may promulgate rules orregulations necessary to implement and administer the compact.
