The authority may agree with the prospective operator that allcontracts relating to the acquisition, construction, installation and equippingof a project shall be solicited, negotiated, awarded and executed by the prospectiveoperator and its agents subject only to such approvals by the authority as theauthority may require in such agreement. Such agreement may provide that theauthority may, out of the proceeds of bonds, make advances to or reimburse theoperator for all or a portion of its costs incurred in connection with suchcontracts.
